Anita suicide and related politics: In Tamilnadu, people have been selective to the events taking place, though, they are involved with women, their modesty, chastity and other sensitive issues. When different women are killed, the Tamilnadu people react differently. When various women commit suicide, then also they react differently. For general public, it is unpredictable, when they would react yo which issue, in which way. It is also intriguing to note, who is sponsoring any dharna, protest or some such gathering with people.  For the last one week, the Anita, belonging to SC, suicide issue (committed on September 1, 2017) has been taken by all political parties and others and started state and Central government for it[1]. In fact, the media directly blamed the State and Central Government to take responsibility for the suicide of Anita[2]. However, the issue has been politicized[3]. Of course, there have been daily news about husband killing wife and vice versa for their extra-marital affairs and relationship. Child rape to women rape news have been order of the day, but, they do not care.

Medical education, common entrance examination, corruption free processes: Tamilnadu has been known for phenomenal corruption in Medical and Engineering education. After privatization, most of the corrupt politicians, their benamis and businessmen started investing in colleges and hospitals and thus these areas became fertile for converting black into white and also equalizing their unaccounted money. The medical fair conducted expose how the aspiring, prospective and interested students who want to pursue medicine. As the money in lakhs and even crores is required for the M.B.B.S course, only rich people could come and compete. The middle-class ad poor cannot dream of any medical course, in spite of their intelligence or high percentage marks.  As each seat cost lakhs and crores, the Dravidian politicians were having lobby to garner all seats to their sons and daughters, wards and relatives and the rest sold. Thus, admission procedure varied from merit [percentage of marks scored in S.S.L.C and then +2] to entrance exam in Tamilnadu., according to their whims and fancies [as mentioned]. When Central Government introduced NEET to control and regularize, actual the affected have been the owners of the medical colleges set up during the last 30 years. Thus, as their “selling seats business” affected, they incite the vested groups to agitate, come to roads and protest. And this has been happening now also. Now few examples are taken to show how these callous people react to issues connected with womanhood.

How poor people are sexploited in Tamilnadu: Hailing from Villuppuram District, Arumugam and Rani have two daughters, after his death, Rani started working and taking care of girls.  After the death of her husband Arumugam, Rani and her elder daughter remained at Koyambedu, while her younger daughter, 15, stayed at a government hostel in Valasaravakkam and studied in a school there. Rani was working in Bank as contigent employee.  Two months back, Rani went to her native village with her daughters on the occasion of festival. Where, the younger daughter had developed contact with one Chitra of Arni, who is her relative. She promised her job in Textile shop. Accordingly, she went to Chitra’s house. Chitra got her job and allowed her to stay in her home. However, Chitra had other motive of making money out of her. With the help of one Suresh, she made the girl get raped, so that she could be involved in prostitution. Suresh and friends had sexploited her and then sent her to many. For treatment, when she went to one doctor at Arni, the doctor also raped her by administering drug. Learning such sordid affairs, Kumar, the brother of Rani located her and brought back to Rani.

Mother gave complaint to Police on 07-09-2017: Police are searching for a woman and her boyfriend who allegedly forced a 15-year-old girl into sex trade in Arani near Thiruvannamalai, following a complaint from the victim’s mother Rani Arumugam. The girl had been rescued by a man known to her mother. Rani submitted a petition to the city police commissioner A K Viswanathan, on 07-09-2017 (Thursday) and it was forwarded to the Anna Nagar deputy commissioner Dr M Sudhakar, and in turn to the Thirumangalam all-woman police registered a case[4]. The Police questioned Rani and her daughter and the girl was taken to the Government General Hospital for an examination[5]. In her complaint, Rani said the girl was introduced to Chitra, through a common friend. Chitra promised her a job and the girl agreed[6]. The girl took up the offer as she wanted to share the financial burden of the family with her mother. The girl was taken to Arani in Tiruvannamalai district where she was provided a job as a sales girl in a textile shop. She was provided accommodation at Chitra’s house[7]. Chitra then asked her boyfriend Suresh to take the girl to Arani where they found her a job at a textile shop. She was staying at Chitra’s house where Suresh raped her[8]. was drugged and sexually exploited by Suresh and his friends. The girl, with the help of a friend, managed to escape from Arani and came to her mother a few days ago. She was admitted for a treatment at the hospital.  She was then forced to have sex with many people, including a doctor, Rani said in her complaint[9].

Somanu bus-stand room collapse exposes the corruption of the people of Tamilnadu: At least nine people have died after the roof of a bus shelter collapsed on 07-09-2017 in Coimbatore district of Tamil Nadu, news agency ANI reported[10]. The roof crashed to the ground in Somanur town in the district. More than a dozen people are believed to be trapped under the debris[11]. Poor construction quality of the bus stand and inadequate maintenance could have led to the incident as the structure was built 13 years ago in 2004[12]. The deceased have been identified as[13]

  1. Sivakumar, 35, a native of Thirumangalam in Madurai;
  2. Dharani, 20, a third-year degree student from Ichipatti;
  3. Thulasi, 40, a resident of Kulathupalayam near Somanur;
  4. Eswari, 35, from Ayyampalayam near Somanur; and
  5. an unknown man aged around 65.

While Thulasi succumbed to injuries at the Coimbatore Medical College Hospital (CMCH), four others were either killed on the spot or on their way to the hospital. Here, evidently, the contractor who had been some party benami used materials that were not of quality, thus collapsed within 14 years. This exposes the corruption of minds of the people of Tamilnadu.

Instititutionlized corruption of the Dravidian politicians, their business empire and rotten government under their control: In Tamilnadu, ever since the Dravidian parties started ruling, the corruption has been institutionalised and the TN enployees and workers of any department do not work, if they are not bribed. The Corporation, Taluka offices, State Government departments, TNEB etc., the bribe has been so common and they take without any shame, remorse or any feeling. Even for death, and such sorrowful events also, they take bribe. Karunanidhi forgetting his corruption, used to blame Jayalalita and vice versa. Then, the cine actors, directors, producers and others, with their black money, have started interfering the corrupt Dravidian political proceeses. It has to be note that these cine-people have been responsible for many women to become prostititutes, commit suicide and wreck their lives miserably. And therefore, they have no moral right to fight for the rights of women and related issues. As many elders of Tamilnadu have been watching these affairs, they know very well who is who and what is what and therefore, they cannot fool others. Therefore, realizing the facts, the people of Tamilnadu should change themselves to elect corruption-less people for any post, so that the status of State would improve for betterment.

Why local people should have objected to the building of Church?[1]: “The Special Correspondent” always not named of “The Hindu” characteristically reported as follows: “The church consecrated on May 13 by the Archbishop of Hyderabad Reverend Thumma Bala came under attack after a mob of locals reportedly entered it….. The miscreants, it was understood, had earlier gathered at the gram panchayat office, where a meeting was held opposing the continuation of the church……. The mob was led by the village sarpanch, said the police. “The irate villagers claimed that the owner of the land had illegally built the church. We have booked them for rioting,” Inspector M. Surender said, adding that they were yet to name people in the case[2]. The inspector also said George Reddy, the owner of the land who had allocated about 1,000 square yards for the church, had applied for permission for constructing a church with the district administration but had not received approval yet[3]. So why, they did not answer the issues connected?:

  1. Who are the miscreants not named?
  2. Why they opposed the building of Church?
  3. The opposition started immediately, yet, the Christians have been adamant enough to continue to violate the law and wishes of the local people.
  4. The miscreants, it was understood, had earlier gathered at the gram panchayat office, where a meeting was held opposing the continuation of the church…….”., thus, it is revealed through the Hindu report.
  5. …….The mob was led by the village sarpanch, said the police. “The irate villagers claimed that the owner of the land had illegally built the church.” Then, how and why the Bishop came there consecrate?
  6. Do all these Christians from Bishop to the nominated MLA in Telangana Assembly Elvis Stephenson and national coordinator of the Disaster Management wing of the All India Catholic Union Roydin Roach, want to legitimatize their illegal acts under the guise of Christianity, minority or some other reason?
  7. “The irate villagers claimed that the owner of the land had illegally built the church. We have booked them for rioting,” Inspector M.”- good, but, what about the violators of the law of this land? How they are superior to the villagers? Why no action was taken agaist George Reddy or the Bishop who wanted to justify the illegal acts?

Elvis Stephenson connected with Church and political activities: Though, one is not interested in the affairs of others, but, when they try to poke their noses with vested interests, naturally, the other would try to probe why they are poking their noses. When started verifying with the persons involved in the church building affairs, there have been a lot of controversies, accusations and arrested involving politics and Christian religious leaders. The reported in 2015: “Police are verifying the reported statement of Telangana nominated MLA Elvis Stephenson made before the Magistrate in the cash-for-vote case, that Bishop Harry Sebastian had connected him to A.P. Chief Minister N. Chandrababu Naidu over mobile phone[4]. The statement indicated that Sebastian had called up Stephenson three to four times assuring to put him through Mr. Naidu over phone. Around 4 p.m. on May 30, 2015 he Bishop rang up on mobile phone No. 9949054322 of the nominated MLA and connected him to Naidu. Five hours later, Sebastian gave a ring to him and passed on his new mobile phone number, sources said. The next morning, he rang up again and conveyed that he (Sebastian) along with TDP MLA A. Revanth Reddy would come to his house and hand over Rs. 50 lakh out of the Rs. 5 crore assured to be paid to cast vote to the TDP MLC nominee. But Sebastian later decided to change the place of meeting. Then the nominated MLA approached his friend Malcolm Taylor stating that he wanted to meet some people at the latter’s house. However, the meeting was arranged at the house of Taylor’s mother. The ACB officials had set up audio and video recording equipment in the house. Elvis Stephenson had told the Magistrate that Bishop Harry Sebastian had connected him to Naidu over phone”[5].  So, one should not not involved in such controversies, if he has been truly religious and worried about God! But, the events show that they have been more interested in other affairs and activities also.

Bishop Sebastian Harry arrested in cash-for-vote scandal involving Elvis Stephenson[6]: It appears that the Christian MLA was involved in controversies also. The Hyderabad High Court on Friday [03-06-2016] quashed an FIR filed against Jerusalem Mathaiah, an accused in the cash-for-vote scandal involving TDP MLA in Telangana A Revanth Reddy. Mathaiah, whose name figures as the fourth accused in the case registered on May 31, 2015, by Telangana’s Anti-Corruption Bureau, had moved the court seeking quashing of the FIR. On May 31 last year, TDP’s deputy floor leader in Telangana Assembly Revanth Reddy and two others Bishop Sebastian Harry and Uday Simha were arrested by ACB while allegedly paying a bribe of Rs 50 lakh to Elvis Stephenson, a nominated MLA, for supporting TDP nominee Vem Narendar Reddy in Legislative Council elections on June 1, 2016. TDP MLA Sandra Venkata Veeraiah was also arrested later. All of them were subsequently granted bail. Mathaiah had secured a High Court order staying his arrest. He had sought quashing of the FIR on the ground that at no point he had had any conversation with Stephenson and the link was not established between him and Revanth Reddy[7]. Justice B Siva Sankara Rao allowed his application and quashed the FIR against him. In spite of all these happenings, KCR samctioned Rs. 5 crores for building church buildings and Elvis Stephenson thanked him appreciating[8]. These are mentioned not for raking up old issues or settled matter among the involved Christian leaders and politicians, but, as they accuse Hindus of “extremism” and all, then, their nature has also to be subjected to scrutiny.

Andhra, Telengana, Church building and Communalization of society: When Samuel Rajasekhara Reddy was there, he was openly accused of helping Christians to build churches all over AP. Incidentally, the AP people openly told that he was punished by the God Venkateswara, as he allowed Christians even to encroach Titupati and Tirumala by building Church and distributing propagandist materials denigrating Hindu religion. Now, Telengana state has been created much against wishes of Telugu speaking people, but, just to satisfy the personal interests of KCR and his associates. As he has been communalizing Telengana, he has been hobnobbing with the fundamentalist Muslims and Christians going on granting funds and other facilities officially. Thus, these fundamental groups have been emboldened to engage themselves in communal agenda. In doing so, naturally, they have started rubbing the feelings of Hindus. Here also one can carefully note the tone and tenor of the Christian leaders speaking against Hindus. They have been allowing SC converted Christians to continue as Hinds only, as otherwise, they would loose the reservation benefits. At the same time, when the Christians get benefits, they are not percolated to the converted Christians. With a lot of misappropriation of funds, sex scandals involving Bishops, pastors etc., they have been perhaps indulged in this type of mudslinging, creating controversies and inciting violence through illegal activities. Therefore, it is better to check these vested groups, instead of accusing “ordinary people” and so on!

For the continuance of “Raj”, why blame poor sub-ordinate officers by calling “Inspector Raj”!

inspector raj stop - slogan“Inspectors” are easy to blame for all follies of economic experts: From Finance Minister to Corporate personnel, it has always been a fashion to blame “Inspectors” for the folly, blunder and even evasion of industries and corporate business houses. Last November 2014, the Prime Minister Modi also talked about “cutting down inspector raj” in the context of labour (Ministry of Labour)[1]. The “inspectors” have always been easy target for them, as they have been subordinate to everybody and all can use and abuse them by all means, speaking before any forum. Therefore, it is not all surprise, a person like Raghuram Rajan has chosen to target such species and accuse them for economic reasons. As it is a PTI news, the media just carried the stuff as such with some different captions. Addressing ministers, bankers, bureaucrats and other stakeholders at the 4th Odisha Knowledge Hub, Raghuram Rajan said that[2], “Stating that the government needed to create a proper environment for the start ups…….though India has done away with the licence raj, inspector raj continues to some extent“.  But, if the licence raj could have been done away by the government, why not  inspector raj? Why then government allow such “inspector raj” to some extent?

Raghuram Rajan - inspector raj continues to some extentNow his cited examples are about “factory and boiler inspectors”: He added that, factory and boiler inspectors and other field level regulators should have adequate knowledge on the initiatives being taken by the government and RBI for the betterment of small and medium enterprises[3]. Light regulation, he said, is very important in small and medium enterprise sector and a heavy regulation many times do not give easy entry and easy exit which is why people keep away from it[4]. Field level regulators must have information regarding the initiatives, he added[5]. The RBI governor appreciated the system of self certification for the industries[6]. He, however, said the authorities should ensure that there is no misuse of it[7]. If he is so worried about these “inspectors”, the connected Acts and Rules can be amended to empower higher officers to visit factories, inspect the machinery, pipes and line installed and certify themselves. Perhaps, the industries and corporate houses might be so convenient with their visits instead of the poor creatures “inspectors”!

FDA to bring Inspector Raj - 06_08_2015_001_062Misuse of self certification for the industries, as apprehended by him: declaration, statement, certification, sealing etc., are now allowed to the industries themselves, instead of government officers to come and do under self-declaration, self-sealing schemes. However, as there is no check, at one point, the industries start exploiting it, as there is none to verify such  self-declaration or self-sealing leading to misdeclaration and hence evasion etc. How then, the authorities could ensure that there is no misuse of it? Verifying the self-declaration or self-sealing, implying that somebody should go to the premises where such activities are taking place, verify the facts before and after such processes and then get satisfied about the facts. Who would do it? As “inspectors” cannot be sent with such biased, prejudiced and preconceived notions against them, only higher officers should go.

GV Sreedhar about Inspector Raj on duty of jewellery“…though India has done away with the licence raj, inspector raj continues to some extent”[8]: Here also, the expression “to some extent” used has been dubious, obviously to please the audience or to show off that the higher officers, government top-level bureaucrats and such other species have been angels, whereas, the creatures like “inspectors” are despicable devils. If it is not “whole extent”, why “to some extent”? Remove it totally! Actually, while carrying out the PTI news and printing faithfully, the media has not come out with facts[9]. None talks about “Superintendent Raj”, “Collector Raj”, “Commissioner Raj” etc, as if they have no role to play. After all, the powers are delegated and percolated from top to bottom and not the other way. The “inspectors” are chosen to visit factors situated at hundreds of kms away from his work-spot. And as per the provisions of the Act and Rules, he has to go there and conduct his inspection and report to his higher officer. The higher officers insist inspector to take all responsibilities in writing on the note sheets of all files. They simply sign, that is all. However, if any benefit is there, that should come to them, before or after signing! Then, Rajan, kindly and honestly tell the public, who is encouraging the “Inspector Raj” to some extent?

Salt Inspector - PremchandFrom “Salt Inspector” to “Central Excise Inspector” to “Factory and boiler inspectors”: The Bengali writer Munshi Premchand (1880-1936) has explained the practical difficulties faced and pressures exerted on his by others, while a salt inspector (Namak ka daroga) was discharging his duties during Jamindar Raj and Brirish Raj. Particularly, how a honest salt inspector had to suffer at the hangs of all. Almost, the situations and conditions were faced by Central Excise Inspectors and all used to ridicule and blame them. And now the “factory and boiler inspectors” have become target of the Government babus. Last month, he commented[10] that with India being often described as ‘the bright spot in the global economy’, as he could see, that as a case of “the one-eyed man” being king in the land of the blind!

Ine land of blind, the one eyed man is king“……….the one-eyed man” being king in the land of the blind!: The proverb “in the land of the blind, the one-eyed man is king” has the following connotations:

  1. Among others with adisadvantage ordisability, the one with the mildest disadvantage or disability is regarded as the
  1. Even someone without much talent or ability is considered special by those with no talent or ability at all.
  1. Someone that can see his actions transpire in determination makes the most out of every other thing disconnected.

India has been always considered as “a land of blind, idiots………” etc., by the colonial rulers, western sarcastic friends and of course, faithful Indian critics. They have been very happy to mention about the story of “four blind men touching and describing elephants”!  So expert like him has chosen such simile to desribe Indian economy. Whether “the one-eyed man-king” as referred to is the PM or otherwise, or Indian is that “the land of the blind” is not known, but, is intent is revealed. Such comments are coming out, now only and not before, though, he has been living in the same land!  Actually, it was picked up from the poem “The Blind Men and the Elephant” by John Godfrey Saxe (1816–1887), which is as follows:

It was six men of Indostan
To learning much inclined,
Who went to see the Elephant
(Though all of them were blind),
That each by observation
Might satisfy his mind.

By criticizing the people of India, he cannot get any benefit. So by commenting that “…….though India has done away with the licence raj, inspector raj continues to some extent“, what benefit he would get?

[1]The new system, thus, is expected to cut down the Inspector Raj that has hobbled the industry so far, and address wages and pensions for workers. And right after the inauguration, 1,800 labour inspectors across the country will get text messages from the Prime Minister, apprising them of the new rules……..  Inspection lists would now be made centrally – and the list of inspectors will be generated randomly by computer. Every inspection will have objective criteria and the report will have to be uploaded on the unified portal within 72 hours.

CBI officers attacked, accused escaped and surrendered later: A struggle within government officials in tackling corruption!

How the issue started: Muruganandam of Nagamalai Pudukottai is engaged in the Cable TV operator service. Registering with the Service Tax (ST), he was paying Service Tax. However, during some verification, S. Ashok Raj, Superintendet of Central Excise raised some querries regarding non-payment of ST in certain cases. He said that either he had to pay the tax or give some amount to him to settle the issue. However, Muruganandam strongly felt that he need not pay. As he was getting calls fron Ashok Raj and Krishnan another officer, threatening and harassing, he decided to complain to CBI. When he informed, some CBI officials including Balachandran, Krishnan came to Madurai. They asked Muruganandam to go to the office of S. Ashok Raj to offer money so that they could catch him redhanded.

Friday (08-04-2016) evening – the CBI operation started: Accordingly, he went there on 08-04-2016 and started doing what CBI said. Thus, Ashok Raja and his colleague were ‘trapped’ by the CBI at the office of Commissioner of Customs, Central Excise and Service Tax at Bibikulam on Friday (08-04-2016) evening, while Muruganandam was offfering bribe-money. The sleuths reportedly caught him red-handed while accepting a bribe of Rs. 75,000 from Muruganandam. Then, CB took them to their office for further enquiry, investigation and statement recording. As the CBI officials were recording their statements, an armed gang stormed the office and attacked the five-member team with wooden logs and iron rods. Different versions appeared in the media about the no. of persons, the nature of persons, the weapons used etc. Two CBI sleuths sustained injuries. The gang destroyed some of the evidence collected in connection with the bribery case, tearing the statement papers and took away the bribe money. The CBI sleuths had complained to the city police that they had found Rs. 2 lakh unaccounted cash in the office during the trap. Even that money was taken away by the gang while whisking away the two accused from the CBI custody.

In a filmi style, an armed gang attacked a team of CBI officials – The Hindu describes: In a filmi style, an armed gang attacked a team of CBI officials and rescued a Central Excise official who was reportedly trapped in a bribery charge at the Customs office in Madurai on Friday night (08-04-2016)[1]. The CBI sleuths, including Inspector Murugan, sustained bleeding injuries. The incident is said to have happened at around 8 p.m. at the office of the Commissioner of Customs Central Excise and Service Tax located at Bibikulam. According to police sources, the team of five CBI officials trapped the Superintendent at around 5 p.m. Even as the central investigating officials were recording the statements an armed gang barged into the office and started attacking the officials[2]. The gang also destroyed some of the papers and whisked away the excise official. The injured CBI officials were taken to a private hospital in the vicinity. A team of Madurai city police officials, led by Deputy Commissioner of Police (Law and Order) Bandi Gangadhar was probing the incident.

Involvement of office bearers of the CEOA School and police enquiry: The police said that the whole incident had occurred in the presence of two official witnesses during the trap. The city police was still on the lookout for the assailants of the daring attack on the sleuths. Senior officials of CBI from Chennai were camping in Madurai for the last two days. Meanwhile, a special team of the CBI’s Anti-Corruption Branch on Monday (11-04-2016) conducted a raid on the Central Excise Officers Association (CEOA) school in Madurai and seized documents relating to its financial transactions. Since the prime suspects were office bearers of the CEOA School, a search was conducted on their premises and school. The CBI’s Superintendent of Police met the Commissioner of Customs and Central Excise in Madurai to register strong protest against the attack and seek a detailed enquiry into alleged irregularities[3]. Many officials managed to remain in the same posting for several years which was one of the reasons for certain corrupt practices in the department, the official said[4]. Police yet to trace the official who was rescued away by gang during questioning.

Habeas corpus petitions filed for the wives of the accused and dismissed (10-04-2016 to 13-04-2016): Two habeas corpus petitions have been filed in the Madras High Court Bench here accusing Tallakulam police in the city of keeping in illegal custody the wives of two Central Excise employees accused of having absconded after assaulting Central Bureau of Investigation (CBI) officials during a trap operation on Friday (08-04-2016)[5]. One of the two petitions had been filed by S. Mariyammal (63), mother of the prime accused S. Ashokraj, a Superintendent in the Central Excise Department. She claimed that the police had kept her daughter-in-law A. Suganya and the latter’s sister G. Vani, both serving as Managers in a nationalised bank here, in illegal custody since the incident[6]. In the other petition, C. Perumal (43) of Naganakulam here said that he was the brother-in-law of N. Krishnan, a Havildar in the Central Excise Department. He also accused Tallakulam police of having kept Krishnan’s wife K. Paju alias Panchavarnam in illegal custody and refusing to release her until her husband’s arrest or surrender. Both the petitions are expected to be listed for hearing on Tuesday (12-04-2016), dismissed subsequently, as they were released by the police after investigation.

The police registered a case and started investigation (10-04-2016): Deputy commissioner of police (law and order), Madurai city, Bandi Gangadhar said they were yet to make any progress in the case, three days after the incident[7]. They had formed nine special teams led by inspectors, which are closing in on the culprits, he said. The city police have filed attempt to murder and dacoity cases against central excise superintendent Ashok Raja, Krishnan and seven others, and are searching for them. The movements of family members, colleagues and other people who were in close contact with the accused are being closely monitored[8]. The police picked up a few of them and conducted inquiries in this connnection of the absconding officers[9]. Based on a complaint lodged by Mr. Murugan, the Tallakulam police had registered a case of rioting, criminal trespass, assaulting government official to deter him from discharging his duty, attempt to murder, dacoity and criminal intimidation[10]. The team of five CBI sleuths, comprising three Inspectors, were taken by surprise when the armed gang barged into the office room where the statements of “bribery case” accused were being recorded. Though the police claimed that the identity of the gang was yet to be established, a city police team enquired with the staff members of a school in the city in this connection. The police said that a key management person of the school was absconding. The city police said that the Central investigation team had not sought police security during the “trap”. The accused include two employees of Central Excise Department[11].

CBI officers attacked – one of the rare cases: A CBI official alleged that “….the gang of about 10 rowdies came to the office premises in four and two-wheelers and attacked them…..also tried to destroy the evidence collected against the official, but we were able to secure some of it. We believe that the attackers could have links with ‘Climax’ Raja, a retired Central Excise officer who is associated with the Central Excise Officers Association.” The local police, which are looking into the incident, believe that a private school is linked to the case as CBI officials have apprehended one of the school management-level officials. A total of 15 members have been picked up for interrogation, said police sources. Inspector general S Murugan and Deputy Commissioner of Police (law and order) Bandi Gangadhar visited the spot to conduct inquiry. A special team has been formed to investigate the incident. “This is one of the rare cases where CBI officials were attacked at a Central government office itself. This shows how deep rooted is corruption,” said a CBI official, unable to contain seething anger[12]. The CBI officials were unarmed as arms are usually not required during the trap proceedings. One of the injured CBI officials is recovering in the hospital, while the condition of other is stated to be stable.

The main accused S. Asok Raja surrendered on 13-04-2016 at Chennai: Meanwhile, Police sources here said that S. Ashokraj, the main accused in the case relating to the attack on Central Bureau of Investigation officials in Madurai on April 8.2016, and a Superintendent in Central Excise Department, surrendered before V Metropolitan Magistrate Court on Wednesday 13-04-2016 (after five days)[13]. From April.8 onwards, his whereabouts were not known and therefore, it is intriguing as to how he cxame over to Chennai from Madurai from 08-04-2016 to 13-04-2016. Definitely, he hasd been in contact with his close associates and others. The court remanded him in judicial custody till April 27[14]. Court officials informed the anti-corruption branch (ACB) of the CBI about his surrender[15]. After judicial formalities, he has been lodged in the Puzhal jail. The case is posted on 27-04-2016.

Totally 8 persons have been arrested by the Police so far (15-04-2016): Five persons wanted in connection with the April 8 attack on CBI officials surrendered before a court in Vadipatti here today (15-04-2016)[16].

  5. Chellamuthu

surrendered before a court in Vadipatti, police said. They were remanded to 15 days judicial custody and later taken to the central prison in Madurai, police said[17].

Three persons, including another Superintendent of Central Excise Department were arrested on April 13.

  1. Samy, the Superintendent,
  2. Muthupandy – a driver and
  3. one Sararavanan, who were also remanded to 15 days judicial custody by a court.

About the surrender of Ashok Raj has already been mentioned. Krishnan is still absconding.

Last word: After the introduction of “assessees-friendly” Rules, most of the litigation is reportely reduced. Therefore, raising frivilous objections in interpretation etc., need not be resorted to by the officials. It is generally said that the “benefit of doubt” should be given to the assessees, the tax-payers. Under such circumstances, the happening of this type of incidences would create negative impact in improving economic scenario. Moreover, this type of violative, aggressive and belligerent reactio from the government service is totally unacceptable creating wrong impression among others. The responsible officers in question connected with one school and their wives working as Managers in Bank need not have resorted to such acts. As “moral values” are neglected and even made fun of, this type of tendencies have been on increase. Under corruption handling and management, more complication is created.

Gunadala Mary Matha Church priest involved in sexual exploitation: The management of a Catholic church at Gunadala Mary Matha Church here, which landed in a major controversy following charges of sexual misconduct of a priest, reportedly began inquiry into the episode[1]. “The Times of India” mentions its name, whereas, “The Hindu” does not mention the name of the church involved. The roots of this case seem to be deep as the city police reportedly had to take 11 members into police custody for interrogation as on Saturday 12-03-2016[2]. The religious head had paid ransom to a gang[3]. Not satisfied with the payment, the gang demanded more money and threatened the victim, who approached the police. The priest is understood to have told the police that he paid more than Rs. 1 crore to the gang[4]. He alleged the extortionists, who befriended him, morphed his image in a pornographic film and collected money from him. “It is a fact that a gang blackmailed the religious head and extorted huge money from him. We are investigating the case from all angles,” said City Police Commissioner D. Gautam Sawang.

It was alleged that a portion of the funds allocated to the shrine and for the poor were misused by him. The City Task Force police collected details of the gang from the priest and rounded up many of the accused. Police are investigating why the religious head was targeted, how he was trapped and the mode of payment made to the extortion gang. Investigation officers are trying to find out whether the pornographic film was original or morphed, if so where the film was shot and the persons involved in the act, including the woman. Police collected the call data of the gangsters and are collecting scientific evidence in the case. The media has been very selective in reporting the facts, as evidently, a Catholic priest has been involved.

The Church management is planning to replace the priest after conducting an inquiry: It is said that a follower of the religious head shared sensitive information about the priest, including his financial standing, with the gang which lured him on the pretext of offering a party a few months ago. Later, they started blackmailing him. The role of some media persons came to the fore as they took duplicate copies of the film and collected money from the priest for not telecasting his illegal activities in the news channels. “The extortion gang committed similar offences in other places in the State. We are trying to find out whether the media personnel and advocates whose phone numbers were surfaced in the call data recordings were part of the gang?” an investigation officer told The Hindu . It is learnt that the church management is planning to replace the priest after conducting an inquiry[5]. The heads of the church reportedly sought clarification from the priest on the allegations. However, nothing has been reported the version of the accused priest in the case. In fact, his name itself is not revealed.

A minor girl was reportedly subjected to sexual abuse by five youths at Bethleham Colony in Gunadala[6]. The incident came to light on Saturday. Machavaram police took three of the accused into custody, and registered a case under section 376 of the IPC. A 15-year-old girl, resident of Carmel Nagar in Gunadala, went to the Mary Matha Church along with her boyfriend. He and the four other accused are alleged to have drugged her, took her to a room in Bethleham Colony and sexually abused her for two days. Three of the accused finally dropped the girl in a semi-conscious state at her home in Carmel Nagar on July 17.2015. Her mother, employed as a sweeper by the Vijayawada Municipal Corporation (VMC), had by then lodged a complaint with police. She suspected the involvement of the victim’s boyfriend and his associates. The victim is a class VII dropout. Her boyfriend works at a mobile phone repair shop in Gundala. The police took her boyfriend and two of his associates into custody. They are also on the lookout for the others[7].

The video gives full details, as to how he has been sexploiting the girls there. Obviously, the young woman had been threatened as it would affect the image of the church and hence she narrated her sexploitation in limited terms, but exposing the pastor. At one stage,, she was even forced to commit suicide. In fact, she informed the Bishop, but, he refused to entertain her plea, obviously for the honour of the church[8]. Though, the Church denomination is not mentioned, the involvement, sexploitation etc., are exposed thoroughly.

Pornography was discussed during the youth Christian convention, October 2015: In the National Youth Conference of the Assemblies of God in Hyderabad during October 23-25, 2012, Duke Jeyaraj talked about perils of pornography and bust the biggest excuse people use to watch porn which is, “I am watching porn to learn sex technique which I will only use inside of marriage.” Other hot topics were covered brilliantly by other experts and I thank God for each one of them[9]. Whether, it was negative suggestion or otherwise, the very discussion would lead to young people differently. Particularly, when the Indian church has been rocked by thousands of sex, rape and sexploitation cases, why such things are encouraged is not known.

The biased, prejudiced and partial reporting of the media: As many happenings have been taking place involving religious heads in different parts of India and such events are reported, commented upon and viewed by the leading TV-channels, media experts and journalists in not only print and electronic media, but also in social network, the bias in their responses is noted very easily. Much hue and cry has been made about the “World Cultural Festival” conducted on the banks of Yamuna from March 11th to 13th 2016. The private visit of temples in Andhra by Nityananda has been sensationalised by the media, meticulously repeating his 2010 incidence and all. But, a Christian priest has been involved, the way the media reports can be noted. In spite of pornography is involved, the media wants to play down and suppress the facts. It is just like the JNU porn CD issue. Here also CDs are in circulation, but, no TV channel broadcast as done in Nityananda case, why? Who imposes such restrictions? Why such partiality comes into play? Is Nityananda been different from Joseph Palanivel Jeyapaul or any other rapist, child rapist or paedophile? When he has been reinstated[10], the same media experts kept silence, they did not respond the way they do in facebook and twitter.

“Barbaric crimes should definitely attract barbaric models of punishment”[1]: In a strongly-worded order, the Madras High Court had earlier this month recommended castration as punishment to child sex abusers observing that “barbaric crimes should definitely attract barbaric models of punishment”[2]. Justice N Kirubakaran, in a recent order against a British national, made the recommendation to the Centre saying that castration would achieve “magical results” in preventing child abuse. “When law is ineffective and incapable of addressing the menace, this court cannot keep its hands folded and remain a silent spectator, unmoved and oblivious of the recent happenings of horrible blood-curdling gang rapes of children in various parts of India,” he said[3] castration for child rapists would fetch “magical” results in preventing child abuse. The judge said this while dismissing a petition by the accused, a British national, who sought the quashing of the proceedings against him in a lower court. The judge further said that “though the suggestion of castration looks barbaric, barbaric crimes should definitely attract barbaric models of punishment” and the very thought of the punishment should deter the culprit from committing the offence. Anticipating a reaction to his judgment, he said: “Those activists should first exhibit sympathy with, and support to, the victims of such crimes by visiting and consoling them at the hour of crisis instead of having misplaced sympathy with the perpetrators under the usual banner of ‘human rights violation’. They must remember that ‘human rights’ is not a term restricted to, and reserved only, for offenders.” He also directed the Union government to decide on introducing compulsory sex education for high school students. “Denying youngsters correct and scientific information would lead [them] to acquire half-baked and incorrect knowledge from other sources, like Internet, friends and movies, creating misconception and doubts.”

The accused paedophile has been from Britain[4]: Taking note of the number of cases of foreigners abusing children, the judge referred to the International Child Protection Certificate (ICPC) developed by the United Kingdom to protect children and said the visa form issued by the Indian Embassy had to be amended with the provision of a column requiring the applicants to give the details of convictions, actions warranting reprimands and impending cases. According to the prosecution in the present case, the British national, had sexually abused a 15-year old student in 2011, after befriending the family by promising the mother that he would support her son’s education. The accused eventually took the Class 9 boy to Delhi, where he allegedly abused the victim, including attempts to have sexual intercourse. After the Briton left for London, with the help of the Justice and Care Organisation, the victim filed a complaint on the incident, following which a case was registered under relevant sections of the IPC and Juvenile Justice Protection Act. After the Judicial Magistrate took cognisance of the case in 2012, following the filing of the final report, the accused moved the court seeking to quash the proceedings against him. Following the issuance of the non-bailable warrant against him, a red alert was issued against the accused by the Interpol. The accused contended that the notice was preventing him from coming to India to defend the case. The judge has dismissed his plea to quash the proceedings against him but stayed the red corner notice so that he can come to India to appear before the trial court and face the case.

The opinion of Abha Singh, social activist[5]: Welcoming the Madras High Court’s suggestion of considering castration as punishment for child rapists, two social activists on 26-10-2015, Monday said that the suggestion made to the Centre was apt as the existing Indian law is unable to protect the child from abuses. “Child abuse cases in India are increasing. The Madras High Court in one such case has come up strongly and said that the Indian law is unable to prevent child abuses. The conviction rate in child abuse cases is barely 2.4 per cent whereas the offences against children have increased by 400 per cent,” social activist Abha Singh told ANI. “When rapists are going scot-free and paedophiles are going scot-free, a Madras High Court judge has rightly suggested that there should be castration. Many other countries like UK, USA, Polland and many other countries subscribe to castration and it has been seen that it has been successful in checking the paedophiles,” she added.

What Pramila Nesargi opined[6]: Another social activist and lawyer Pramila Nesargi echoing similar sentiments expressed her delight with the Madras High Court judge’s suggestion. “I always advocated that castration can be the only remedy because the existing law is not creating any fear in the minds of the people. People may call it barbaric but judge has openly said that barbaric punishment should be given for barbaric crimes,” Nesargi told ANI. However, when such cases were reported earlier, the activists were not responding. In Indian society, the social aberrations have been introduced or created due to external factors, distorting the existing social system and institutions. The offenders have been escaping under the newly created laws with the crimes committed before the enactment.  The sociologists, psychologists and other researchers opine based on these incidences, which are happening in a country with 1.2 billion population. As so many external and internal factors have been disturbing, the people also get affected. Allowing modern evils at one side, supporting them under the guise of  human rights and so on and crying wolf about eroding moral values have been the characteristics of  the commentators on Indian society.

Dilemma of Indian society caught in many social issues: In India, most of the child-rapists or paedophiles have been foreigners. The number of child abuse cases has increased from 38,172 in 2012 to 58,224 in 2013 and to 89,423 in 2014. Incidentally in 2013, at the height of the protests in the capital over the Nirbhaya case, Tamil Nadu chief minister J Jayalalithaa had similarly called for death or chemical castration for rapists through amendments in Central laws[7]. As Bangalore has been prone to foreigners satisfying their needs, issues have been alive in the case of pubs, pub-dancing, soliciting and other activities, which might be viewed and interpreted differently. Of the 51 cases of child abuse under the Protection of Children from Sexual Offences Act in the special court for children in Bengaluru, only four have ended in convictions. More than 90% charged under the Pocso Act are acquitted due to lack of evidence and when witnesses turn hostile[8]. Not that evidences were not there, but, the manipulators could influence the involved processes. As example, it is mentioned that children migrating from Tamil Nadu and northern India to the city are the main victims of child abuse whose cases are tried in the session court. Most of these children live with their mothers and fall prey to step-fathers and other offendes. Most abusers are between 25 years and 50 years. The youngest victim so far is just a year old. But, this could be the situation for all Indian children. The highest number of FIRs has been registered in Rajasthan followed by Maharashtra, Uttar Pradesh, Madhya Pradesh and Kerala according to data available with the National Commission for Protection of Child Rights (NCPCR). The number of convictions is only 166 that is 2.4% of the total cases registered while in 389 cases accused were acquitted[9].

The locals have also been aiding and abetting such offenders and promoting social crimes. The manipulation of cyber-space has been revealed in many acts. Child rights activists in Chennai have forced authorities to shut down two Facebook pages in Tamil created to attract pedophiles in May 2015. The pages, called ‘chinna ponnu karpazhipom‘ and ‘chinna ponnu veriyargal’ which in Tamil roughly translates to ‘young girl having sex’, had photographs of young girls with a number of sexually explicit comments.

They were spotted by social activists who immediately contacted the authorities to take it down, CNN-IBN reports[10]. 53-year-old Eric Martin alias Jack Fernandes , convicted for raping nine girls in 1998,  had gained entry into India through Nepal and was staying in Madhavaram in Chennai. He had been on the run ever since he was convicted in France and was on Interpol’s Wanted list[11], but arrested in Chennai on November 17, 2010.

Patrick Matthews, a 62-year-old UK national who was accused of sexually abusing several boys of St George Anglo-Indian Higher Secondary School in the city between 2003 and 2006, has been arrested by the UK police in August 2009. Sources told TOI that the police arrested Matthews from the UK on Thursday night based on evidences collected from Chennai[12]. Wilhelmus Weijdeveld, the 56-year-old Dutch national now in prison facing charges of child sexual abuse and supplying child pornography, had found that India suited him best’ and even filed for citizenship as early as in 1999, thwarting the attempts of the police to drive him away from the country. He even filed a writ petition against the state of Tamil Nadu, after the Mamallapuram police asked him to leave the country. It was only after three years, on May 02, 2002, that he was arrested for sexually abusing five boys in an orphanage near Mamallapuram. Out on bail, Wilhelmus was arrested again from his Choolaimedu den in Chennai on November 7, 2009 following an Interpol tip-off that he was uploading child pornography on the internet[13].  These are given only for illustrative purpose, as many cases have been reported regularly, and most of them been from the orphanages run by the missionaries in and around Chennai. Therefore, the Judge must have been aware of such incidences. Stringent legislation was the need of the hour to penalise child sexual abuse via the Internet, said Chief Justice of India, Justice P. Sathasivam[14], while inaugurating  two day Southern regional conference on Protection of Children from Sexual Offences (POSCO Act, 2012)’, in Chennai, in November 2013.  Therefore, castration as punishment to them, as proposed has been the logical conclusion.
